Biden, in speech to Congress, offers sweeping agenda and touts democracy

The president said the country has “stared into an abyss of insurrection and autocracy, of pandemic and pain,” and emerged strong. He called the progress against the pandemic one of the greatest logistical feats in U.S. history.
